Map of sub-clades BY250, BY3717 and Y15983
Although no one has found ancient Y-DNA from CT9219 or below to know the location and dates of the of these sub-clades, we can speculate from are members EKA locations. BY250 at 4500 ybp is a mystery, the best we can say is somewhere in the eastern European steppe within the Yamnaya Horizon.
BY3717 is the oldest sub-clade of BY250. You will notice that there is a East to West migration pattern from BY250 to BY3717 to Y15983. The area around Poland, the Baltic States, Russia and Belarus is most likely the birth location of BY3717. This is within the area of the Corded Ware Culture and the known location of Yamnaya migration in about 4500 yep or 2500 BC. The Black dotted locations to the far Western Europe are most likely are migrations out of the Corded Ware area. Maybe Anglo-Saxon, Viking and Norman invasion of England plus others.
Y15983, the youngest sub-clade, looks very Germanic in origin.
There is still results pending and new members joining, so this map may change in the future, but I think the basic fundamentals of BY250 and below will hold true.
