This letter also affirms (I only had access to the first page but Doug McDonald said on rootsweb that the second page contained little new info) the evolutionary mutation rates proposed in 2004 by Zhivotovsky, et. al. They did this while being fully aware of other data on familial mutation rates.
We, therefore have the "recognized" scientists of the academic community affirming Zhivs rates over Chandlers/YHRD rates.
I just believe that there has to be a "shoot-out" between the two camps to settle this argument. Frankly, I have used both rates: Zhivotovsky fills the bill on long term estimates (to my personal satisfaction), i.e. better predictions of earlier R1b; while for estimates of Clan Gregor convergence (1300 AD), Chandlers rates work very well.
I don't have any explanation for these results.
