0.4% = ~ 2 persons
I would ignore matches of 0.4% or below.
Why?
It is not so evident but long genetic distances (for me personally) are much more interesting than the short ones.
The minimal size (5 cM) it's about 10-12 generations. I.e. 1600 - 1700.

4 grandparents (same country), 5 cM:
Ireland: 1.6%
United Kingdom: 0.8%
Germany: 0.3%
Ukraine: 0.2%

Her ancestry: English, Scottish, Irish, French
I think the ancestry from Ukraine, Poland, Finland and Belgium each equals only
1 person. Although interesting, 1 sample doesn't tell much.
(I would still accept any and all comparisons with Russians and Ukrainians).
